Understanding BC's Graduated Licensing Program (GLP)

British Columbia uses a Graduated Licensing Program (GLP) designed to help new drivers gain experience gradually. Here's everything you need to know about each stage.

Stage 1: Learner's License (Class 7L)

How to Get It

  • Must be at least 16 years old
  • Pass the ICBC knowledge test (50 multiple-choice questions, need 40 correct)
  • Pass a vision screening
  • Pay the applicable fees

Restrictions

  • Must have a qualified supervisor (25+ years old, valid Class 1-5 license) in the front passenger seat at all times
  • Zero blood alcohol content (BAC)
  • No more passengers than there are seatbelts
  • No driving between midnight and 5 AM
  • Must display an "L" sign on the back of the vehicle

How Long

  • Minimum 12 months before you can take the Class 7 road test

Stage 2: Novice License (Class 7N)

How to Get It

  • Pass the ICBC Class 7 road test
  • This is where professional driving lessons make the biggest difference

Restrictions

  • Only 1 passenger (unless they are immediate family or you have a qualified supervisor)
  • Zero BAC
  • Must display an "N" sign on the back of the vehicle

How Long

  • Minimum 24 months before you can take the Class 5 road test
  • Can be reduced to 18 months if you complete an ICBC-approved driving course (GLP)

Stage 3: Full License (Class 5)

How to Get It

  • Pass the ICBC Class 5 road test (more comprehensive than Class 7)
  • The Class 5 test includes highway driving and more complex maneuvers

  • No passenger restrictions
  • No mandatory sign display
  • Full driving privileges

Tips for Each Stage

For Learners

  • Practice regularly with your supervisor
  • Get professional lessons early — bad habits are hard to break later
  • Practice in different conditions (rain, night, highways)

For Novice Drivers

  • Don't get overconfident — the Novice period has the highest crash rate
  • Continue practicing challenging situations
  • Consider professional lessons before your Class 5 test
